Tattoo Regulations at School

As school officials advise more and more rules and regulations, students grow anxious and agitated. Such as high school student, Darrylnika Royal, others at St. John High struggle with how to express their first amendment. One student says, "I just liked it. It's a way to express yourself and what you've been through." In many cases, this is why students are refusing to cover up the tats. 
Your personal experiences and thoughts  and ambitions are expressed as art on your body; people shouldn't have to accept or disapprove a tattoo you have. Tattoos just are: a part of your past, why they're in your present, a memoir, and a reason behind each one (typically). 
As for school officials trying to force the issue of hiding the tats, i think it's a bit over-demanding. 
Teachers said, "they distract from concentration."
I can see, if it is a gang-affiliated tattoo and may cause fights to break out or conflict in any way. 
"Just because a person has a tattoo doesn't represent what they're doing," she said. "We have to suffer for the ones with all that gang-related stuff." 
It's hard to balance our fair and just rules to apply to schools these days. Students are rambunctious and compelling to apply their beliefs to all aspects of their life, and faculty is having a hard time keeping up.
So far, this is only a major focus in larger metropolitan areas but who knows how far it will float?
